Targeted Intervention (TI) Project

Supported by: Madhya Pradesh State AIDS Control Society
Implemented under the National AIDS Control Organisation (NACO)
Ministry of Health and Family Welfare, Government of India

Project Overview

The Targeted Intervention (TI) Project is a cornerstone of India’s national strategy to combat HIV/AIDS. Implemented under the National AIDS Control Programme (NACP) through the National AIDS Control Organisation (NACO), the initiative focuses on high-risk populations (HRGs) who are particularly vulnerable to HIV transmission. These include:

  • Female Sex Workers (FSWs)
  • Men Who Have Sex with Men (MSM)
  • Transgender People (TGs)
  • Injecting Drug Users (IDUs)
  • Migrants and Truck Drivers (depending on regional focus)

The primary goal is to prevent the spread of HIV within these groups and reduce transmission to the wider population through focused interventions, education, and service accessibility.

Objectives of the TI Project

  1. HIV Prevention: Promote safe sex practices, condom use, and harm-reduction techniques for IDUs.
  2. Healthcare Access: Improve availability of HIV testing, counselling, and antiretroviral treatment (ART).
  3. Behavioural Change Communication (BCC): Encourage positive health-seeking behaviours and reduce high-risk practices.
  4. Stigma Reduction: Promote social inclusion and encourage individuals to seek timely testing and treatment.
  5. Community Empowerment: Build local support structures and empower HRGs through education and resources.

Key Outcomes Achieved

  • Enhanced Awareness: Substantial improvements in knowledge of HIV prevention among HRGs.
  • Reduced HIV Incidence: Decrease in new HIV cases in several targeted groups, supported by prevention tools.
  • Expanded Service Access: Increased uptake of testing, counselling, and ART services.
  • Community Engagement: Strengthened collaboration with NGOs and CBOs for outreach and delivery.
  • Improved Health Metrics: Evidence of better health outcomes and ART adherence among beneficiaries.

Project Merits

  • Targeted Efficiency: Resource allocation focused on the most affected populations for maximum impact.
  • Behavioural Impact: Measurable shifts toward safer sexual and health practices.
  • Healthcare Integration: Mainstreaming of HIV services into local healthcare systems.
  • Empowerment and Advocacy: Empowerment of marginalized communities to advocate for their health rights.
  • National Health Contribution: Significant role in controlling HIV transmission at the population level.
